Role profile
The Framework Agreements Expert is accountable for the coordination of activities related to the participation in Public Tenders for the awarding of National Framework Agreements, as well as for the management of the Framework Agreements awarded in terms of commercial development and relations with the contracting entity.
He/she will act as a leader for all the teams directly involved in building the proposal (i.e. enterprise solution, deal approval management, marketing, etc.), guaranteeing the compliance with tender requirements, in line with the project deadlines and timelines. For existing framework contracts, he/she will act as a reference point for all the parties (i.e. marketing, sales, enterprise solution, customers, subcontractors, company involved in partnership, etc.) involved in the commercial development of the services covered by the contracts, as well as in the developing new opportunities in the market.


Key accountabilities:

  • Scouting for new public tender initiative involving services of strategic interest for Vodafone;
  • Respond to pre-competitive consultations by coordinating and collecting contributions from the competent teams (i.e. marketing, pre sales, …);
  • Identify potential partners for participation in new public tender initiatives;
  • Analyze tender requisites, both from an economic and technical point of view, in order to identify the possible participation scenarios and assure compliance with policies and applicable laws;
  • Prepare the documents and reports required for the chosen participation scenario;
  • Efficiently drive and coordinate tender process preparation, submission and follow-up processes with stakeholders;
  • Liaise with internal staff and external stakeholders to ensure ‘zero mistakes’ in tender preparation and submission, that is, plan and get agreement on milestones of the deal governance from each stakeholder to meet requirements and tenders deadlines;
  • Review tender & contract documentation;
  • Develop knowledge and effectiveness of the sale of Vodafone services, through evangelization of the sales structure, sharing of best practices and the promotion of new solutions and services.

Knowledge and experience

  • Deep knowledge of public procurement policies;
  • Deep knowledge of Public Sectors and good knowledge of Large Enterprise market;
  • Deep knowledge of TLC services, good knowledge of ICT services;
  • Good communication and relationship skills;
  • Problem solving;
  • Business skills appropriate to the size and complexity of customers;
  • General and specific tender knowledge (contract terms and language) related to Italian legislation;
  • Strong knowledge of MS Office applications.
